Abstract
Governance is a social province that deals with authority and is a soft, intelligent, regular and low-tension way of exercising sovereignty. Today, governance tries to "regulate the components of the system in such a way that people and institutions act within it and as a result, self-regulation occurs and the system achieves desirable results." This type of network governance emphasizes to replace "power to" or "power over". In order to transition from government to governance, one should pay attention to the role, determination and desire of the people in entering into the administration of processes and the use of networked institutions that include middle circles or intermediate organizations. The organization of rituals and religious beliefs turned Mecca into the center of the world community of believers and connected "Muslim networks" with each other in various ways. The nature of Islam's network and the influence of Muslim networks on world history are two very important issues. However, none of the scientists and researchers of social sciences have done justice to the network nature of Islam and the influence of Muslim networks from history; And in examining the aspects of Islamic civilization, emphasis is placed on transnational interactions based on the communication and relations of Muslims from Senegal to Indonesia, from the 7th to the 21st century; Also, the model of the construction of Muslim network systems is presented from the definition to the image and drawing of this network, and at the same time, the components of networking are introduced.
