Abstract
The purpose of this study was Designe of the Model for Prevention of Administrative corruption in Youth and Sports Ministry based on Grounded Theory. This is a qualitative research and has used the heuristic method. The research strategy of the research is data theory and the data collection was done by "semi-structured" interview technique. The statistical population consists of Specialists and some managers or experts of the Youth and Sports Ministry familiar with administrative corruption, 24 people of whom were selected as the sample, using snowball sampling method, and interviews were done. Data coding was used to analyze the collected information. This Coding process was done in three stages of open coding, axial coding and selective coding. the results of 24 interviews resulted in 202 initial codes, 49 concepts and 6 main categories including Axial phenomenon (Fight against corruption), causal factors, contextual factors, interfering factors and finally strategies and consequences which were presented in the form of a conceptual model. Causal factors: Includes individual factors (personality factors, mental factors, psychological factors and organizational commitment), organizational factors (organizational justice, transparency and accountability, organizational communication, control and supervision) and job factors (job design, job satisfaction and job commitment). Contextual factors: including organizational factors (management and leadership, human resource management, information and communication technology and quality of work life) and extra-organizational factors (family environment and educational factors). Interfering factors: in two macro dimensions (economic factors, social factors, cultural factors, political factors, Informing factors) and micro dimension (organizational structure and processes, organizational climate, organizational culture, legal and legal contexts). Strategies: including preventive strategies (attention to education, ethical leadership, organizational agility, freedom of the press and media, organizational transparency, identification and detection of vulnerabilities, design of an effective monitoring system, mechanization of the administrative system, creation of databases, formation of welfare committees Use of efficient and effective methods of encouragement, deregulation, depoliticization of the administrative system and reform of organizational structure and processes) and coping strategies (development of supervisory institutions, use of efficient and effective punishment methods, effective legislation). In addition, continuous efforts to control or neutralize the adverse effects of causal, interfering and contextual factors and to optimize them are necessary to combat corruption in the Youth and Sports Ministry.Consequences: It is expected that the fight against corruption in the Youth and Sports Ministry will lead to the promotion of organizational health, organizational entrepreneurship, organizational productivity, achieving organizational goals,
implementing organizational programs and success in carrying out the organizational mission of this ministry.
Therefore, due to the importance of combating corruption, the management of the Youth and Sports Ministry is recommended to use the current research model to develop and implement a charter to combat corruption in the Youth and Sports Ministry.
